Here’s the full list of leaders for all six packs in the Leader Pass. England can already perform strongly as a scientific civ with a good production base, bonus Research Lab faith and powerful early Golden Ages with Free Inquiry. However, if you own the Civilization VI Anthology bundle, the Leader Pass is included for free- so you still own the definitive edition of Civ VI with all the content for the 4X strategy game. The Leader Pack will also be adding new leaders for DLC civs, so those require an extra purchase of the Rise & Fall or Gather Storm expansions, the New Frontier Pass or the other separate civ DLCs.
